Secretary Rollins Announces $500 Million for Fertilizer Investment & Expansion Program to Strengthen America’s Fertilizer Supply Chain

The U.S. Department of Agriculture has launched the $500 million Fertilizer Investment & Expansion for Long-Term Domestic Supply (FIELDS) Program, an initiative designed to strengthen America's domestic fertilizer supply chain and reduce reliance on foreign suppliers. Administered through USDA Rural Development, the program will fund the construction and expansion of fertilizer manufacturing facilities producing critical crop nutrients such as nitrogen, phosphate, potash, and sulfur. Individual awards ranging from $15 million to $150 million will prioritize shovel-ready, financially viable projects capable of increasing fertilizer production and improving long-term affordability for farmers.

According to USDA, the FIELDS Program focuses on expanding domestic manufacturing, increasing competition, strengthening supply chain resilience, and improving fertilizer availability for U.S. producers. The initiative builds on broader federal efforts to lower input costs, support American manufacturing, and enhance food security through a more reliable domestic fertilizer industry. Applications are due August 15, 2026 through Grants.gov.
